MEXICO’S ABSENTEE BALLOTS. This week, Mexico begins a new stage in the process to allow Mexicans living abroad to vote in the 2006 elections. Consulates and other diplomatic missions are now offering application forms for the estimated four million Mexican voters who may be interested in enrolling to receive absentee ballots.
